
ABOUT ME
Tom Chiang Jr. is a J.D. candidate at Rutgers Law School–Newark and an incoming 2026 Summer Intern with the Center on Law, Inequality and Metropolitan Equity (CLiME). His work focuses on housing policy, local governance, and the legal dimensions of structural inequality, with a particular interest in workforce and affordable housing implementation.
Chiang previously served as an elected member of the Mountain Lakes Board of Education, where he chaired the Special Education and Student Services Committee and earned the New Board Member Boardsmanship Certification from the New Jersey School Boards Association. He also chaired the Borough’s Affordable Housing Advisory Committee, evaluating development opportunities and funding strategies while representing the municipality before statewide policy forums. Earlier, he served on the Environmental Commission, drafting policy memoranda and coordinating with state regulatory officials on land use and environmental initiatives.
Before entering law, Chiang completed graduate study in sociology, higher education, and public law and policy at Teachers College, Columbia University; the University of Pennsylvania; and Northeastern University. A former college instructor and published scholar, his research has appeared in Educational Policy, Perspectives on Urban Education, and other academic and public policy outlets. Outside of law school, he is an avid urban photographer and automobile (JDM) enthusiast.
